You can file a complaint and submit applications for licensing online. Filings you do not wish to make, or that are not available, online can be submitted via mail for processing.

Earned Wage Access Services Provider

The South Carolina Earned Wage Access Services Act requires all providers of earned wage access services to register with the South Carolina Department of Consumer Affairs. “Earned wage access services” means the business of providing consumer-directed wage access services or employer-integrated wage access services, or both. The new law was signed by the Governor on May 21, 2024, and goes into effect on November 21, 2024.

The initial filing fee is $1,000. Registrations for Earned Wage Access Services will expire each year on June 30.  The annual renewal period is May 1 to June 30.  The renewal fee is $1,000.

At this time, fees must be mailed to the Department while applications and other required documents must be mailed or emailed to legal@scconsumer.gov. To ensure the ability to continue operations after the effective date of November 21st, please submit the application, registration fee, and all required documents no later than November 1st.
