Historical: Commission on Consumer Affairs

In 1974, state law created the South Carolina Department of Consumer Affairs (SCDCA) and the Commission on Consumer Affairs.  The Commission was set up as the policymaking and governing authority of SCDCA with the responsibility of appointing the Administrator and ensuring the enforcement of the S.C. Consumer Protection Code.

Changes to the Commission

The makeup and appointing authority of the Commission changed over the years:

  • 1974 - The Commission was composed of nine members, eight members appointed by the Governor and the Treasurer, who served as chairman. 
  • 1978 - An amendment changed both the Commission structure and who appointed the members. The Governor and General Assembly would each appoint four members and two General Assembly members would also serve on the Commission. 
  • 1979 – State Treasurer seat replaced with Secretary of State. Amendment also states the Commission will elect its chairman.
  • 1991- General Assembly members deleted from the Commission, taking the number of Commissioners back to its original nine.  This structure remained in place until the Commission’s dissolution in May 2026.
